Top Rank chief Bob Arum told the paper that owing to an IRS regulation called the Substantial Presence Test, Pacquiao has to spend the first four weeks of training outside the US. Arum has informed trainer Freddie Roach about the situation and Roach has even sought the help of this writer to call the Filipino boxer’s attention since he hasn’t spoken with his favorite puncher in weeks.
